Apparently it doesn't involve owning the Haiku Stamp OR the Island Kougra Stamp.

I even tried owning the card Ryshu, since the description mentions haikus. Didn't work either.

How weird... anyone solve it yet? I'm workin' on it... I tried looking in the Neopian Times for a link, and at the Writing Center in the Art place... neither one had haikus or the avatar
