And here I thought I'd just had too much moonshine...

I think just getting the items as a random event in a particular week or month would work better, and they would occur as many times as there are frozen items- Then, it would be guaranteed that the items would have a "home", so to speak- also, TNT would change that week every year and not tell any of the users which week the items would be given out.
...But aside from arbitrarily giving the items out with full notice, I think it's an excellent idea.
To be honest, I don't too much care about the final implementation. My only concern was that somebody would become a plushie collector and then do something stupid and get frozen, thus costing neopians all over their chances at getting that white techo doll they'd been looking for. Or whatever.
I see this actually as having a corrollary in the real world - when somebody dies, or is imprisoned, their belongings are passed on to other members of that person's society, through one mechanism or another (inheritance, sales by the state to cover debts, whatever).
Neopia, however, is treated like ancient Egypt or Ur, where the citizenry is buried with its possessions. I just don't really like that, so here we go.
