Dont have the equation at hand (Did borrow the book afterall) but yes, it is quite qauntifiable.
A black hole of that size has a negligable gravity well.
It explains in the article how we can make them (Particle accelerators)

Right! The politicians should do something else with the money then invest in science! We need them to spend all our money on roads and the military and tax cuts for the wealthy and subsidies for business. Those deserve our tax money more than science. Dang scientists for wanting money that should go to big business and the military.

I totally agree. It is the duty of science to mess with things we have little or no clue about what the outcome will be.

And these examples are just ones of man-made crazy things that will wipe us out from the unknown. There are also infinite more natural things that can just as easily wipe us out from the unknown. Why not cause it ourselves than let nature take its course? We have the same odds of both happening, but at least we can try to control the outcome with something like this. Plus this is fun science. And fun science is cool
