It is infamous for being the trademark of [[Dr. Frank Sloth]], a [[villain]] who wishes to make all Neopets his slaves. While the Transmogrification Potion is for Neopets, the ''Mutant Petpet [[Paint Brush]]'' will turn [[Petpet]]s Mutant. 

The item ''Mutox Syrup'' will change a [[Grundo]] into a Mutant Grundo, but will not do this to any other species.
