I suggest trying 250free hosting service. It's very reliable, unlike Photobucket (recently, anyway) and Freewebs, which doesn't always work well with images.

250free doesn't allow hotlinking, at least not anymore. I know because I tried putting a background on my userlookup from there, and it was a big sign saying it doesn't allow hotlinking. :\
