I would think the "international" would only apply to the webmail service (the Terms of Service only mentions an extended hourly roaming fee outside of the US and Canada) I don't think that even complaining to them would do any good in this case.
If thats the case then they should really make it clearer, even going through all of the FAQ's there is nothing to say that Dial up is only for US citizens. When you sign up you have to select which country you are from so you would expect it to come up with a warning or something if you cant use all of the features, particularly the main feature!
Ah well at least its a free trial so I havent lost anything!

Call Charges
Provider is not responsible for call charges associated with User’s use of the Service. Please verify the location of the POP selected in relation User’s dialing area. City names and area codes are not necessarily complete indicators of the locality (toll free access) of a POP to User’s calling area. In some countries, local calls are metered for certain locations. For additional assistance on determining these charges, please contact the local telephone company for applicable tariffs.
It clearly says here in some countries local calls may be metered, well dialling the US from the UK isnt local! So I may argue this with them....We'll see!
