I agree that doing this works. Althought what really should be done is this:
set the left and main rooms as shown above. then click randomly in the right room until it works, or it floods and you ahve to start again. i did that and it worked
I gotta agree with Match... ::sigh:: after doing this idiotic puzzle for hours yesterday, hours today, i set the left and main as above. but my right room was down up up. it happened in less than a minute when i tried it that way. Sometimes I really really do not like TNT... just saying!

Also, where does one find enough water underground to flood an entire city up to what appears to be 60 feet high?

Humpf, don't think so. they don't have that many time 2 do that, w the new plot and all. it would consume too much time to do 11 clues or tasks again

Crazy Theory #2: The archives are in a strange lost woods like arrangement-there is a specific, randomized set (you know, the whole "can't have them all doing the same thing" policy) sequence of walking to find the special room or whatnot.

Wow, it's been a long time since anyone brought that up! The statue from the beginning (the one you found your oil behind, right?) was completely random. You could choose any statue and refresh on it and you'd eventually get your oil, or you could go to multiple statues and find oil behind each of them. So it won't be that.
