I would imagine, yes. It would be quite a stroke of luck if you didn't need to switch something in all three rooms.
And if your question is specifically about the randomness, we still don't have an idea how it works. Although it seems flooding Altador, then flipping one or two afterwards seems to have helped a good bunch of people.

I agree that doing this works. Althought what really should be done is this:
set the left and main rooms as shown above. then click randomly in the right room until it works, or it floods and you ahve to start again. i did that and it worked

Well, after having looked at it for a good five seconds, I think that it may just be the order that the heroes were found in, referring to their order in the Hall of Heroes (6, 9, 2, 4, 11, 7, 5, 10, 3, 8, 1, 12) (although the 12 is a bit premature, I'll forgive you).
