Story as of now:

Rufus is on the field talking with the Turks and Phoenix. The Turks nod and spread around the field. Phoenix gets out a pad and start tallying his fees.
Rufus: Ladies and gentlemen, may I have your attention.
All of the fighters on the grounds stop and waft over to Rufus.
Rufus: Various rules have been violated and some of you are under arrest.
The fighters steel their weapons as they listen to Rufus
Rufus: Edge, you made two actions before everyone else got one.
Tseng: Drags Edge away. Sorry buddy.
