For a level 8 to own it...you ran into a newbenator, or however it's called. Been dying to own that weapon though...

N00binator. The lowest-regarded people in the BD; considered worse than a newbie who has no idea what he's doing. These are people with insanely low stats who equip multi-million NP weapons and go around beating up on people with cheap sets. I don't know how they find this fun (seems to me that it'd get boring, and fast), but they do. When n00binators ask me for weapon advice, I won't give it. They suck.

Whoa and I always thought n o o b i n a t ors were simply stronger pets(stat wise) picking on the weaker ones in the BD

I managed to kill a New Member using ECA with firey gaze So get those last-ditch freeze abilities, even if they don't really work.

i once got a newmembernator using fiery gaze, hehe, that was fun

I once (years ago) got stuck in a battle with a newbie... For some reason I simply couldn't select my weapons at all, so I beat him using my Mutant Kiko's Kiko Expectorate (2 water icons) very slowly...
