Does her "magic" still work? I mean, is there a certain time of the day that you need to visit her in order to get the quest, to paint a pet??

The quest is a random event. You can get it anywhere around Neopia. Like all random events, there is no set time.

I've been wondering about how to find her, too.

It sucks because I've been on Neopets for 2 years now and still haven't gotten the opportunity to go to the Rainbow Pool. :(
