what does it mean if an item is semi fragile?

If it's a battledome weapon, it just means it will disappear after you've used up however many uses it was meant to have. :)

An exaple would be the Scroll of Freezing. You get about 10 uses out of it, then it breaks and you lose it forever

The scroll of freezing is a fragile item, not semi-fragile ;). Semi fragiles break for the rest of the match, not forever.
