Honestly, if there's going to be a plot it had better be a SLOTH plot. I miss my favorite green pointy-headed megalomaniac! ;_; 
If there is a plot for Lutari island, I hope it'll be short, at least. I just want to see the island already!
And I'm sure this has been cleared up already, but bear with me, I play Neopets sort of off-and-on and missed a few months' worth of news: What's the deal with the mobile phone promotion and Lutari island? Is it still going to be that you have to have this phone plan in order to go to the island and/or use its features and/or get a Lutari? o_0

Man, I think I need to clear this up
Blue text will be for the discussion of the Make-A-Wish Girl and how it ties to lutari Island
Red Text is about Lutari and any plot
We, for some odd reason think that a girl wrote to Neopets or participates in MAW and sends them a letter. So, Just for her they make an Island. All fine and dandy. That's one case Closed. I don't want to hear nother thing bout it.
If Lutari Island was to be released as a Plot thing, would it have Dr. Sloth? And also, Why have Kiko island if it didn't tie in later with something else, Maybe even Lutari?

NO. NOT case closed. They did not make the island for her. They made her the muffin queen, named a petpet after her, and generally made her feel good.
This is connected because someone said that neopets WANTED to relase the island, but the girl (who we think is called lizzie) somehow prevented this. This is not true.
They just haven't released it yet. I doubt she just turned up on the doorstep, they would have known she was coming, and therefore, she is nothing to do with the fact that Lutari Island hasn't been released.

It may or may not have Dr. Sloth. Dr. Sloth was the original villain of the very first war/plot that Neopets had - this was waaay back at the beginning, maybe 1999 (correct me if I'm wrong, Neo-veterans, I haven't been around that long). You can find out more about it in his Gallery of Evil entry.
Dr. Sloth has been featured in a lot of Neopets items, random events, avatars, news thingies, games, etc - he's probably got as much 'merchandise' in Neopia as the faeries do - but has done absolutely nothing war/plot-wise for years. I believe TNT has hinted a few times that they'll have Sloth return in another evil plot someday...sadly, that day hasn't come. I don't know if he'll be involved with Lutari Island or whether he'll ever show up again at all. D:
A lot of the worlds have had a war/plot of some kind when they were added to the map (or in the case of Maraqua, re-added), so it's somewhat expected; that's why people are saying there may be one with Lutari Island - even if it's not a war, it could be a puzzle like the Altador one.
Kiko Lake and Roo Island were introduced relatively recently (maybe last year?) as "mini-worlds". This may be because these worlds were already mentioned in other parts of Neopets.com (Kiko Lake is a "location" for guilds in the guild headquarters, King Roo and his dice game have been around for a very long time). I suppose mini-worlds are just a way to introduce new shops and such without taking up a lot of the map, and also of filling in the gaps in Neopia - there are lots of other places that are mentioned on Neopets, but never got created (Fire Faerie mountain, etc), which they might add in a similar way. I doubt there will be a plot with mini-worlds, but hey, it could happen.

Lutari Island has been rumoured and murmured about for ages- over a year I think. They already released its native species, the Lutari, a couple of months ago. Apparently it somehow ties in with something to do with In-Fusio mobile phones (I don't entirely understand; I've never heard of them).
I doubt there's going to be any kind of plot associated with Lutari Island immediately- TNT have just finished the Altador Plot and the Altador Cup's not over yet. Three big(ish) projects so soon after one another would be a bit silly, especially if the rumours are true about a Haunted Woods war/plot in the autumn. It would be cool if they did something in the future, but I doubt there'll be much beyond a cursory introduction to the world.
