but cant characters only attack once a round?

PS: Speaking of Ness, I added wrong a couple rounds ago, so he has 3 less HP. That just means the first person to attack him next round will get the kill.
On the wording of the Super Mushroom: I wrote it that way for 3 reasons: 1: In case all characters were used and got a second attack; 2: for later rounds when the characters can make more attacks per round; 3, and most importantly: Roy, Marth, and Sheik all have specials that allow them to make infinite moves per round. With a Super Mushroom, they would be invincible.

Ness while frozen in place, says something along the line of PEKAYTHUNDO (translated to PK Thunder) onto Link's sword which conducts the electricity onto Link dealing -6 damage
(I always wonder... isn't -6 and -3 damage actually healing?)
