And I thought of that as well but it does say on the user's lookup that they're a neopets monitor so it at least appears that it's a TNT account (plot related maybe?)...

It could be just an account they set up to "run" the event.

Actually I just noticed that scamander-in-chief is the one on the money tree and it says nothing exists for that user but scamander_in_chief is the neopets monitor. Strange...
