Someone uploaded this pic to an oekaki and I don't believe she drew it.

That looks vaguely familiar, but when you've seen hundreds, if not thousands of fanart pieces, they all start to blend together. X_x

Maybe I've just seen something similar, or of a similar style. It's a nice piece of work, in any case.

to me it seems(since it has a humming bird and butterfly wings) that whoever made this made it before she/he sent it into neopets fanart or bc or whatever and got lucky that there was a tiger like pet. And if they didn't draw it, how did the make it

But the Beekadoodle looks an awful lot like a hummingbird, so it /could/ be a Neopets artwork. No idea who drew it, though; never seen it before.

You could try lurking around the Gallery and Beauty Contest for awhile to see if the image goes up there somewhere. I find it strange that there is no name on the image or anything, a great deal of the Neopian artists are very pedantic about ensuring they place their names on their work.
