do you think the ??'s are number's because all two letter words I know of just don't fit
an, at, be, by, do, go, he, hi, if, in, is, it, me, my, no, of, on, or, up, us, we
they just don't seem to work, but if you used a number say
22 CAMELS (lets say) and 10 are covered in green and 10 are covered in black...that makes more sence to me...
but finding the right numbers would be MEAN!!!

I'm thinking that the underline two words are perhaps not words but numbers. Say for instance Room G1 contains a room with 44 panels in it. 22 are covered in green paint. 22 are covered in black paint.....
I'm also thinking that the two italiced words are the same. perhaps panels?
Finally if it is indeed numbers it could be the number of "inhabitants" and the other numbers being the number of times red or blue was chosen.

But wasn't the code created before the participants chose red or blue? How could this be included if Scott didn't know the number beforehand?
The only way it would be properly included in this code would be if Scott made a general statement about the colours.
