There is no need to do anything. He willingly bought the bagguss from you without you agreeing to draw for him in the first place. Tell him making art for np is against the rules. Then block him if he continues to annoy you.

Umm, well, the first thing to do in this situation is usually to ignore the person, block neomails from them, and never reply to them in any way, but...

So you haven't made the drawing yet? You haven't done anything wrong. As far as you're concerned you got the money as a gift. The only thing I would be afraid of now is where this newbie is raking in all these neopoints.
