Basically all you'd do is create an animated GIF of carrots falling, make it the size of the whole screen (so, 640x480, that's a good size, and it can be made to repeat), and then just use CSS to create a floating image at position 0,0.

Off-site image linking is a bit of a complicated issue. If you had images hosted off-site before the ban (I think it's about 8 months old now), you're fine, and you can still use them. But what you can't do is add new ones or change the ones you have.
Does that make sense?
