Is this against the rules

I know that there is an unreleased avatar floating in the neopets servers (its been there for a while) and it resembels a certain card (like fire paw) is it illegal to go on the avatar board in attempt to inflate the price?

Yes, because you don't know that the card will be needed in order to get the av. No matter how likely it is.

If you're that anxious to make a profit, buy as many of the cards as you can now, and when/if the avatar is released, you'll be able to sell them for more than you paid. You'll just have to be patient until that time.

Intentional Inflation in any form or manner is against the Neopets rules and terms of service. This includes buying multitudes of the same item or "hoarding" with the sole purpose of driving the price up. Though it is possible to argue that one was merely collecting the item you may face automatic freezing if you intentionally inflate or attempt to get others to inflate an item.
