Beauty Contest?

I was scrolling back at some of the past winners in quiggles, and I found these:
The first one was just a quiggle with clases on... -.-
Second one was just a royal quiggle with random dots placed on him
And the third one was stolen from another pet site! I dont remember what though... -.-' but this one was placed 3 times!
The forth one was an Rarity 99 item! Just enlarged!!! Who do they pick for these judges?
Why doesnt TNT filter these entries from the good ones like these:

Those people probably bribed people to vote for them... I hate it when people do that. I used to enter the Beauty Contest a lot, but I always lost to entries like that.

Strange how those can get in but this-
