Probably it is just the pound sticking glitch that sometimes happens.
When you put a pet in the pound it will stay there and not show up to anyone unless you search for it.

Yes, that happens all the time to me. If they are stuck, then I come here to post about them. Usually the pet gets put into rotation by the end of the day though.
