No, I have Windows XP, and it doesn't work. I'm pretty sure it's a problem on their part.

They don't seem to have uploaded the actual file for downloading yet, which is why everyone's getting errors - it will tell you the file size is 0 bytes so...

On a side note, I'm a bit sad to see this type of thing on neopets. This is not a sponsor game, this is a program that could be potentially dangerous (toolbars are notorious spy/malware, and they often fight with competing ones already existing on your machine). Does anyone know if the downloading option is available to users under the age of 13? This should be one of the activities that requires parental consent..

I have yet to have a problem with spyware/malware on Yahoo or Google toolbars. I think the ones you're thinking of are the actual spyware toolbars you only get if you have the spyware already on your system. I seriously doubt that Neopets would participate with spyware.

Potentially, yes, it could be. Is it probably? No...

Some of the smarter bits of malware out there though have actually started to install themselves into pre-existing toolbars; they're data-miners or redirect 404/searches.

Whether the program is dangerous or not isn't a particular issue. It is really not safe to have children installing these things without knowledge of the *potential* concequences. It's easy to look over that fact with offers of a new pet, np, and *gasp* a paint brush!
