But from reading this i think i can conclude the following (I thought this would be a good idea for those who are too lazy to read through the whole things again):-

Anyone will be allowed to view and comment on pictures at the advanced oekaki, but only those who audition will be allowed to draw. If a user doesn't get in, it's nothing personal - we'll be simply judging on skills etc. Also the admins will require some sort of guidelines for accepting new members to the advanced oekaki, maybe some sort of exempler pictures?  Just because it will be advanced doesn't mean that those users who are accepted will have to draw their all the time - they will still be encouraged to draw and comment at the other boards. The advanced oekaki will be the place for users to draw if they want to put alot of time and effort into their drawings without having it bumped down so fast. The artwork in the advanced would not always have to be 'archive worthy', but for initial the tryouts the users will have to show-off their skills by putting their best effort into them. Everyone will be allowed to try out - no silly omailing 'advanced' users system DB had last time.

PPTO will be the main place everyone still hangs out. Everyone will be allowed to draw there still, no matter their skill level, though beginners will be encouraged to draw and experiment in the sketch oekaki. The time limit will be increased (possibly to 20 minutes, maybe more if necessary) to try and filter out spam. Avatars, backgrounds and 'omg look at this link' pictures will be encouraged to be drawn at PPTSO.
